Planning the-development of an electricity supply system involves the use of well known techniques of statistics, economics and finance m addition to engineering science. However, long-term forecasts of electrical load, rate of technical development of generation and transmission processes and plant, and determination of standards of performance of the system, still require the application of engineering judgment. Plans must have sufficient flexibility to meet those changes which cannot accurately be foreseen. The paper discusses these problems by reference to the planning of the electricity supply system of the Electricity Commission of New South Wales.
