Retiring President's address by D. V. Darwin, MM MCE MIEAust, to the thirty-eighth Annual General Meeting of The Institution of Engineers, Australia. (At Newcastle, on 4th March, 1958).

Abstract

My principal subject tonight is the great national and professional significance of the Conference of State Road Authorities of Australia. This is an association of statutory governmental agencies, which has grown up during the past 30 years to a stage where it is able-on behalf of the whole nation-to fulfil a triple role. Firstly, it co-ordinates the major sector of Australian road engineering policy and research; secondly, it prescribes suitable Australian road and bridge practices and procedures; and thirdly, it furnishes to the legislatures themselves the necessary factual data for the planning and perfecting of the Australian road network.

The subject will involve firstly an appreciative glance at our history, then a somewhat sidelong glance at the constitutional and financial environment, with observations how and why it is that engineers are called upon to play a major part in the administration of public works such as roads and bridges, and lastly, in concluding the main theme, a tentative peep into the future.
