This paper is intended to give an outline of the work of improving and controlling the rivers of Victoria. The object of, and necessity for river improvement, and the interaction of human activity and rivers, are briefly discussed. The dominating characteristics of Victorian rivers are described, and a review is given of the various reasons why works for the improvement of rivers are necessary. The various Authorities which have carried out river improvement works are mentioned, and some account is given of the provisions of the River Improvement Act 1948, which was intended to place the improvement, control and maintenance of rivers on a more systematic and comprehensive basis. An important new departure provided for in that Act is the constitution of river improvement districts controlled by local trusts; the present position regarding the formation of these bodies is given. The principal methods used in the improvement and control of rivers are then described. The importance of the care of river catchments is stressed. In conclusion, mention is made of various matters of interest as affecting the control of Victorian streams.
