Othman Frank Blakey was professor of civil engineering at the University of Western Australia from 1947 until his death. He had previously been a lecturer in the school of engineering and then associate professor.

Born Herberton, Queensland, 10 November 1897. Died Perth, 27 March 1952. Educated University of Queensland (BE 1920, ME 1924). Structural engineer, Barlow and Higgins architectural firm, Melbourne 1921-24; consultant in private practice 1924 till after World War II; lecturer-in-charge, department of materials and structures, school of engineering, University of Western Australia 1927, associate professor, professor of civil engineering from 1947. Chairman, Perth division, Institution of Engineers, Australia 1936, 1942; president, Institution of Engineers, Australia 1945.
