Terry Healy is a patent attorney who for over 40 years was counsel for CSIRO, providing governance and policy support to the Board. In addition he managed CSIRO's major litigation relating to its inventions and their commercialisation. In particular he led prosecutions concerned with the unlicensed use of CSIRO's patents for modern wireless local area systems (Wi-Fi) by major telecommunications companies. Following difficulties in joint ventures with private organisations, Healy led the development of a new Commercial Practice Manual for CSIRO, including a comprehensive suite of standard form legal agreements. The legal team he built up was widely regarded as the best in its class in Australia. Having been let go by CSIRO in 2014, Healy joined Swinburne University of Technology where he advises on intellectual property and commercialisation, and chairs the Intellectual Property Committee. He plays a central role in the CSIRO history project based at Swinburne, and is one of the principal interviewers for the Oral History Project.
