For ten years he worked at the research laboratories of the Victorian Department of Agriculture, including as Head of the Virology Section at the Attwood laboratory. Here he was heavily involved in control of Australia's first outbreak of avian influenza, in Victoria in 1976, and in later outbreaks elsewhere in Australia. In 1986 Westbury joined the Australian Animal Health Laboratory. While there he conducted research on avian influenza, Newcastle disease, Hendra and Nipah viruses, Australian bat lyssavirus, Menangle virus, pilchard herpesvirus, hog cholera virus and rabbit haemorrhagic disease virus (rabbit calicivirus). Westbury retired as Chief Research Scientist in 2002.

In 1995 Westbury was awarded the CSIRO Chairman's Medal for Science and Engineering Excellence as team leader (with Alex Hyatt and colleagues: team leader Keith Murray) of the Australian Animal Health Laboratory team, for the discovery of a previously unknown equine morbillivirus.
