Before that he was Assistant Commissioner, Department of Main Roads, Queensland, having commenced work in the department as a cadet civil engineer in 1945. His distinguished contribution to engineering was acknowledged when he was appointed a Knight Bachelor in 1985, elected an Honorary Fellow (HonFIEAust) of the Institution of Engineers Australia in 1987, and was inducted into the Engineering Heritage Queensland Hall of Fame in 2009. He was a founding director of the Great Barrier Reef Marine Park Authority, and in 1999 was a founding director of the charity the Great Barrier Reef Foundation.
