Albert Sambell CE AMIEAust was a consulting civil and hydraulic engineer, for the municipalities of Towong, Traralgon, Sale, Warburton, Frankston and Hastings, and Mornington, and was a pioneer in the improvement of roads.

He designed the water supply for Sale, Traralgon, Morwell, Dandenong, Frankston, Cobden, Violet Town, Glenrowan, the Flinders Naval Depot, and the Mornington Peninsula.

Sambell established the Phillip Island and Westernport Shipping Company ferry service between Phillip Island and the mainland, the Isle of Wight hotel at Cowes, developed a motor racing circuit, and helped make the island a leading holiday resort. He was President of the Shire of Phillip Island from its formation in 1929, until his death in 1936.

From about 1918, engineer Charles W. A. A. Candy, was employed by Sambell, and from about 1921 they became partners in the consulting practice Sambell and Candy.
