After two years as Junior Assistant Surgeon at the Colonial Hospital, he went to the United Kingdom and qualified as a Member of the Royal College of Surgeons, London in 1833. On returning to Hobart he became one of the colony's most successful medical practitioners. Among his appointments were Assistant Colonial Surgeon (First Class), Medical Officer to the city of Hobart, commissioner for lunacy, and Justice of the Peace. As a Member of the Medical Examiners' Board he was actively involved in the recruitment of people suitable for medical careers. In 1847 he opened St Mary's Hospital, as an alternative to the Colonial Hospital. Unfortunately it closed in 1863, at least in part because the Royal College of Surgeons, London declined to recognise it. Bedford then moved to Sydney where he was appointed Medical Advisor to the Government. He was active in the promotion of vaccination against smallpox then prevalent in neighbouring colonies. From 1866 to 1873 he was Examiner in Medicine at the University of Sydney.
