He was a municipal engineer and surveyor in private practice from about 1912. During the First World War, with Professor Martin, he founded the engineering school of the Gordon Technical College, and for many years lectured there. He partnered with Scott and Furphy for the design of water supply and sewerage systems, from 1933 to 1935, trading together as Garlick, Scott and Furphy. After he became unwell, Garlick partnered with Charles Arthur Stewart AssocMInstCE, one of his senior employees, to form the consulting engineering firm Garlick and Stewart in 1935. His work was recognised posthumously, when he was awarded the Warren Memorial Prize by the Institution of Engineers Australia, and when his technical papers were published by the Institution of Civil Engineers, London.
