Initially a Research Scientist with the Division of Mineral Chemistry, he became Chief of the Division of Mineral Products in 1987. From 1995 to 1996 he was Chief General Manager of the CSIRO Corporate Business Department. As a CSIRO Divisional Chief Biegler developed and led a successful management strategy for clearer recognition by customers of his Division's research mission and capabilities; enhanced its reputation for delivering research outcomes; increased engagement with Australia's minerals industry; and increased industry funding for commissioned and collaborative research. Biegler built his international reputation in the field of electrochemistry with 65 research publications on electrode surface chemistry and kinetics, fuel cell chemistry, electrocatalysis, and sulphide mineral electrochemistry. In retirement he published a further 25 papers, and regularly spoke on energy policy and economics, and Australia's future need for nuclear energy.
