<abstract>Harold Strom BCE FIEAust, was a Divisional engineer, State Rivers and Water Supply Commission, Victoria for more than 20 years, and was Chairman of the Soil Conservation Board 1940-1945. He was a recognised authority on water supply, river flow and control, and soil conservation, and he authored a major book, published by the Commission that became the standard text on the subject.</abstract>
