The key differences in the legislation establishing the Department of Agriculture and the Council of Agriculture appear to be the election of members as opposed to the appointment of members by the Governor in the original council. The functions and responsibilities of the Department of Agriculture [I] (1898 - 1903) remained agricultural education and training, agricultural dispute resolution and agricultural trade. In 1903 a further change occurred when the Office of the Chief Inspector of Stock (1889 - 1898) merged with the Department of Agriculture [I] (1898 - 1903).
