He was a founding Member of the Great Barrier Reef Marine Park Authority and played a leading role in its inclusion in the World Heritage List. From 1974 to 1981 he was Director of the Roche Research Institute of Marine Pharmacology followed by periods as Director of the Centre for Tropical Marine Studies at James Cook University and the Australian Institute of Marine Science. Baker was instrumental in the Asia-Pacific region in promoting the sustainable use of resources and promoting understanding on the ecological impact of natural resource use.
