During this time she increased its collection of trees to over 2,200 species, improved public access, and established the Friends of the Waite Arboretum in 1994. As manager of the Urrbrae House Gardens and Waite Conservation Reserve she managed their rejuvenation, enlisted many volunteers to assist in the cause, and opened the House to the public in 1991. Gardner was co-founder of the Trees & Roadway Experimental & Education Network (TREENET), a national research and education organisation which makes significant contribution to Australia's urban forest.
