From his early research in the epidemiology of parasites in sheep, he became Principal Veterinary Officer Counter-Disaster and Exotic Diseases for the Victorian Department of Agriculture. He took leading roles at state and national level in preparing guidelines for managing outbreaks and was on the editorial committee that produced internationally recognised AUSTVETPLAN. Salisbury designed and directed five mock exercises in disease outbreaks and was co-leader of national training needs for the Emergency Animal Disease Preparedness Program.
