<abstract>Frank Penman was a chemist whose expertise was in hydrology and soils. After WWII, during which he was seconded to the Commonwealth Department of Munitions to work on explosives, he was involved in the identification of land suitable for irrigated cropping for the soldier settlement scheme in Victoria. After a brief term as Chief Irrigation Officer for the Victorian water supply and irrigation authority Penman became Research Officer for the CSIRO. In superintending the viticultural and citrus research at Merbein (Victoria) and Griffiths (N.S.W.) Penman worked closely with local producers, advising them on soil analysis, salinity, irrigation, drainage, plant nutrition, and chemicals. He later worked on irrigation policy research.</abstract>
