He became outspoken on the problems of soil erosion and was appointed in 1933 to the newly-established Soil Conservation Committee. Following an 8-month study trip to Europe and North America in 1936 he published The problem of soil erosion (1937). Clayton drafted the Soil Conservation Act, 1938, and was first Director of the New South Wales Soil Conservation Service.
