His main research interests were population geography and demography (particularly in Southeast Asia), social geography, demographic trends (especially population mobility and internal migration); immigration patterns and their implications for social and economic change; and population statistics. Hugo was a member of numerous policy advisory bodies for the Australian and other governments and for non-government organisations. He often participated in international meetings focussed upon international migration policy that were sponsored by lead agencies such as the World Bank and the International Organisation for Migration.
