<biogHist>
<abstract>Edwin Borrie MC MCE MIEAust, graduated from the University of Melbourne with first-class honours in civil engineering. He served with the British Army's Royal Engineers as an officer during World War I and was posted in France and then Egypt. Upon his return to Australia, he joined the Tasmanian Hydro-Electric Department and assisted with the design and construction of the Great Lake Dam. He was then employed by the State Electricity Commission of Victoria in Yallourn. In 1924 Borrie became the first engineer of main drains for the Metropolitan Board of Works and as Chief Engineer of sewerage (1929-1950), was in charge of managing Melbourne's sewerage infrastructure. He was seconded to the Allied Works Council from 1941 to 1944 as director of engineering. In 1950 Borrie became Chief Planner in the Board of Works with an interest in town planning. He travelled to Los Angeles and worked on a city development plan for Melbourne upon his return. This plan was published in 1954 and met critical acclaim. Borrie was awarded the Sir James Barrett medal by the Town and Country Planning Association of Victoria.</abstract>
