Within his role at CSIRO Land and Water, he founded the Australian Research Centre for Water in Society (1996), and has been director of the Australian Research Centre for Water in Society (1992 to 2001) and of Water Security and Sustainable Communities (2002 to 2008).

In 1995 Syme was awarded the CSIRO Medal for Research Achievement for his contributions to the design of methodologies to measure community risk/benefit trade-offs; defining perceived 'fairness' in ware allocation; and advancing economic psychological theory.
