He was instrumental in introducing hydraulic fracturing to the Australian petroleum industry, and the subsequent development of techniques to capitalise off existing fractures in rock in petroleum manufacture.

In 2001 Jeffrey (with the Hydraulic Fracturing in Mining Team) was awarded the CSIRO Medal for Research Achievement for enabling the safe control of caving for coal mine roof-rock and cost effective inducement of caving for block caving metal mines through development of hydraulic fracturing in mining.
