He made major contributions to the Port Phillip Bay Environmental Study of 1996, for which the CSIRO Land and Water team he worked with received the CSIRO Chairman's Medal of that year.

In 1996 Fox was awarded the CSIRO Chairman's Medal for Science and Engineering Excellence as a member of the Port Phillip Bay Environmental Study team (including Graeme Harris and Graeme Batley), for their four-year Port Phillip Bay environmental study resulting in a model of the Bay system.
