Between 1959 and 1961 he completed pioneering work on the diffusion of hydrogen into titanium hydrides. Among other scientific instruments devised while working at the CSIRO, in the 1970s Coogan invented and patented a Fibre Optic Nephelometer which advanced the efficiency of measuring turbidity - a measurement vital to many chemical and physical processes.
