After several years working in Victorian hospitals and as a general practitioner, he moved to the Darwin Hospital. Jacobs spent two years there but remained in the Northern Territory for a total of nineteen years. While there he worked for the Aerial Medical Service, researched infectious and tropical diseases and fought strongly to improve the health of aboriginal children. Many of these children suffered greatly from malnutrition and illness resulting in unacceptably high death rate. Jacobs was instrumental in unifying local resources by establishing the Aboriginal Health Workers Program. He was appointed Director of the Northern Territory's health services from 1975 to 1983. Jacobs returned to Melbourne in 1983 and joined the Melbourne Sexual Health Centre of which he was a Director at the time of his death.
