His work with Charles Kellaway at the Walter and Eliza Hall Institute laid the foundations for effective treatment for snake bite in Australia. He was Director of the Commonwealth Serum Laboratories for 29 years from 1927, proving to be a successful administrator. During WWII he oversaw the blood processing programs and manufacture of large quantities of penicillin. By 1956 CSL was producing the Salk poliomyelitis vaccine. One of Morgan's main achievements at CSL was to create a separate research unit and creative environment in which researchers could flourish.
