AACR2 Place of Birth Poland Engineer Henry A. Millicer designed the Millicer Air Tourer, a two-seat trainer, which won the Royal Aero Club design competition in 1953. He and two other Government Aircraft Factory employees built the first prototype in wood and sold the project and the prototype to the Victa Company, which built it in metal, beginning production in 1962.
