<biogHist>
<abstract>James Casey was a leading politician in Victoria. He represented Mandurang in the Legislative Assembly from 1863 to 1880 and was appointed the first Minister of Agriculture. Casey fought hard to amend the 1869 Land Act, but was unsuccessful. However he did succeed in making major positive changes to the Department of Agriculture and the survey branch. He was also instrumental in establishing settlements in northern Victoria and Gippsland. Casey was also a respected Magistrate, then judge of the County Court and had a brief stint in the Supreme Court and as Solicitor-General for Victoria.</abstract>
