In that role he was responsible for setting up the Services Policy Branch to develop plans, policies, procedures and monitoring systems for the national Weather Services Program. Noar was also Chair of Joint Management-Staff Association Working Group to conduct a Review of Staff Categories Involved in the Provision of Weather Services (which led to a rationalisation of the role of meteorologists and technical officers in operational forecasting and the closure of several weather service offices). He was a member of the Meteorological Organization Commission for Basic Systems, responsible to the Congress and Executive Council for organisation of international practices and procedures in operational communications, observations and data processing in meteorology.
