He introduced the use of numerical probability in public weather forecasts in Australia, and pioneered application of methods from signal detection theory to verification of weather forecasts. He headed secretariats to the Genetic Manipulation Advisory Committee and the Environmental Futures Group in the Commonwealth Department of Administrative Services.
