Fred Bell began his career with the Bureau of Meteorology as a meteorological observer in 1941, retiring as Principal Technical Officer in the Queensland region in 1976. Bell was a widely known and popular figure throughout the Bureau of Meteorology, joining as a trainee meteorological observer in the RAAF, and saw service in New Guinea and the Pacific as a member of the Mobile Meteorological Flight. After a brief post-war return to teaching he rejoined the Bureau in 1947, and subsequently worked at Townsville, Darwin, Essendon, Brisbane Airport and finally in the Brisbane office from 1973 until his retirement. He migrated to Australia in 1928.
