He was very active in the drafting of the New South Wales Pure Food Act of 1908.

Born 30 January 1864. Died 20 January 1948. Educated University of London (BSc) and Marburg University, Germany (PhD). Research chemist, dyeworks, Brook, Simpson and Spiller, London to 1892, migrated to Australia 1892, mineralogist and chemist, Australian Museum, Sydney 1892-99, Second Government Analyst, New South Wales Department of Public Health 1899-1915, Government Analyst 1915-29, associated with R K Newman in the firm of consulting chemists, Cooksey, Newman & Company 1929-46. Examiner in chemistry for many years to Sydney Technical College and the University of Sydney and lectured for some years at the latter institution. During World War I he was also Examiner of Explosives for New South Wales.
