After completing his education at the University of Melbourne, he became Assistant to the Chief Inspector of Explosives of Victoria, then Chemical Adviser for the Department of Defence (1911-1914). As part of this job Bell was sent to England to study military explosives. Upon his return, he became Director of Munitions in Australia during World War I and Superintendent of Laboratories after World War I.
