<abstract>Francis Williams was government anthropologist, Territory of Papua 1928-1943. He founded and edited a monthly newspaper in simple English, the "Papuan Villager" (1929-1942). Before and during the Second World War he was liaison officer for the Australian New Guinea Administrative Unit.</abstract>
