His early major research interests were in tribophysics and composite materials. He was the founding Manager of BHP Melbourne Research Laboratories in 1968-1978; then Secretary of the Commonwealth Department of Science and Technology 1981-1984; Secretary of the Department of Science 1984-1987; Secretary of the Australian Science and Technology Council 1987-1993; and in 1997 was founding Director of the APEC Center for Technology Foresight.
