This key discovery was crucial to understanding gene expression and regulation, and the development of genetic engineering. He played a central role in the cloning of insulin and growth hormone genes, at the same time developing sophisticated gene-cloning techniques. As Executive Director of the Garvan Institute of Medical Research, Sydney, from 1990 to 2011, Shine significantly expanded .the Institute, particularly in forging closer connections between research, clinical practice and commercialisation of research discoveries. Shine has held key positions in a wide range of scientific and biotechnology research and policy organisations. He has a long-standing focus on translating research discoveries into improved health care for the social and economic benefit of the community.
