Earlier he had worked at the Munitions Supply Laboratories, Victoria 1943-1945 and had lectured at the University of Otago 1947-1954 and the University of Melbourne 1955-1959. Hugh was national President of the Australian Institute of Metals, and President of its New South Wales Branch; made notable contributions to the Standards Association of Australia and the Australian Welding Research Association; and was prominent in the Commission into Melbourne's King Street Bridge failure.
