Awarded an 1851 Exhibition Overseas Scholarship, he completed his PhD at the University of Cambridge, working in the field of nuclear physics under Ernest Rutherford. With the outbreak of war Bower became involved with radar and was ultimately sent to the Middle East where he directed the RAF Operational Research Group until 1945. He returned to Australia after the war, taking up the position of Senior Lecturer in physics at the University of Melbourne in 1947, and resuming his studies in nuclear physics.
