Having joined the New South Wales Department of Agriculture in 1913, he was Head of the Department from 1940 to 1959. During this time he was active in promoting a more scientific approach of farming, and was involved in establishing a comprehensive plant quarantine system to prevent the introduction of pathogens from overseas.
