He was also a member and one-time president of the Court of Medical Examiners and a member of the Board of Commissioners for the Cascades Hospital for the Insane. Smart was not only a successful and well regarded medical practitioner, but he was also an adept politician. He spent around five years in the Legislative Council and was Alderman (1868-1869) and Mayor (1870) of Hobart.
