CERA is a joint undertaking between The University of Melbourne, the Royal Australian College of Ophthalmologists, the Ansell Ophthalmology Foundation, Christian Blind Mission International, the Lions Clubs of Victoria, the Vision Australia Foundation and the Royal Victorian Institute for the Blind. CERA was registered as a public company limited by guarantee in November 1996 and was granted Approved Research Institute status in March 1997.

CERA has developed around the research activities of the University of Melbourne Department of Ophthalmology. The Department is also a World Health Organisation Collaborating Centre for the Prevention of Blindness, the only such centre in Australia. It is located at the Royal Victorian Eye and Ear Hospital, East Melbourne.
