The Committee was the initial policy decision making body of INTELSAT. A treaty for its inception was prepared in 1964 and approved by the Australian Government in 1966. The goal of the project was "to establish a single global commercial communications satellite system as part of an improved global communications network which will provide expanded telecommunications services to all areas of the world and which will contribute to world peace and understanding".
