In 1856, due to the lack of private funding that curtailed construction of privately operated main lines, at a time when railways were needed to assist the gold mining industries in Ballarat and Bendigo, the Victorian colonial government took over the construction and operation of all trunk lines. The purchase of the Geelong to Melbourne line was finally settled in June 1860. Snell, Edward (1820 - 1880)

Edward Snell, engineer-in-chief, designed, constructed and operated the railway from 1852 - 1857.
